KEYSTONE In Action is the quarterly e-Newsletter of the EU-funded KEYSTONE project, which supports the digital transformation of compliance operations of both road enforcement authorities and logistics operators.

KEYSTONE Project Welcomes EU Proposal to Update Roadside Inspections and Vehicle Tests

On 24 April 2025, the European Commission announced a new proposal to reinforce road safety and reduce emissions.

On 24 April 2025, the European Commission introduced proposals to modernise legislation to create a digital ecosystem where cross-border data exchange can take place seamlessly, contributing to a smarter, safer, and greener future for transport and logistics in Europe.

The last revision of roadside inspections legislation took place a decade ago and no longer reflects today’s needs. In this context, the KEYSTONE project has recently published deliverable D4.1 – Process and Procedures Report Based on the Concrete Use Cases, drafted by the Spanish Road Association (AEC). The report evaluates enforcement procedures and the feasibility of pilot scenarios. The survey feedback highlights key challenges such as fragmented digital systems, inconsistent data access, and a lack of cross-border interoperability.

KEYSTONE Project Steering Committee and Workshop Focus on Advancing Digital Logistics

On 25 and 26 June 2025, the KEYSTONE project partners united for a two-day meeting in Rome, Italy, hosted by TTS Italia.

On 25 June, the workshop “From Vision to Implementation: the KEYSTONE Project and the Digitalisation of the Logistics Sector” brought together over 40 participants, including project partners, stakeholders and digitisation experts. Discussions focused on interoperability and digital innovation in the logistics sector.

Later that day and on 26 June, KEYSTONE partners reviewed the progress across all work packages. Key topics included the upcoming release of the KEYSTONE web app, the status of pilot activities, and preparations for the KEYSTONE final event.

Paving the Way for Seamless Mobility: KEYSTONE at the NFTM Symposium

On 2 July 2025, KEYSTONE participated in the 'Navigating the Future of Traffic Management' (NFTM) Symposium held in Athens, Greece.

On 2 July 2025, KEYSTONE participated in Session 5E “Can we all get along – data sharing ecosystems,” represented by Zoe Petrakou from Aethon Engineering, a KEYSTONE project partner. She presented the paper “Creating a Collaborative Data Framework for Enhanced Traffic Management,” addressing one of the symposium’s central challenges: how to create a secure, interoperable environment for data sharing in the transport sector. A key takeaway from the symposium was that the future of transport depends on seamless and secure data sharing. While challenges remain, initiatives like KEYSTONE, that combine technical innovation, stakeholder engagement and policy alignment, are contributing towards a more connected and sustainable transport and logistics landscape in Europe.

New Industry Standard for eCMR: Logistics Industry Opts for Open Solution

Digital consignment note aims to simplify cross-border transport and boost efficiency.

The Open Logistics Foundation has introduced a ready-to-use open-source software solution to support a unified industry standard for the electronic consignment note (eCMR). Presented at the transport logistic 2025 trade fair in Munich (Germany), the software was developed in collaboration with 28 companies.

The solution aims to replace fragmented systems with a regulation-compliant, interoperable standard that works across platforms, without a central intermediary. Early pilots showed promising results, with time savings of up to 60% and reduced administrative costs per document.

MODI, an EU-funded initiative, is accelerating the rollout of self-driving trucks on public roads to solve driver shortages and improve safety and sustainability in Europe’s logistics sector

The Economic and Social Commission for Asia and the Pacific (ESCAP) has developed a methodology for conducting feasibility studies on the cross-border electronic exchange of trade data and documents, as part of its support to the Framework Agreement on Cross-border Paperless Trade in Asia and the Pacific.

To date, such studies have been carried out in nine countries in 2024. These efforts have provided valuable insights for identifying potential areas and informing the next steps for the implementation of the cross-border paperless trade.
